    Utility companies and the city need to take responsibility for collecting their fees from their debtors on their own and not slough off this responsibility onto landlords. The utility companies have the private information of who has paid their bills — whether the user is a tenant or owner — these companies are the only ones who can hold the user responsible, the landlord cannot do this due to privacy laws. Whoever uses the utility should be responsible for payment. Each person in our society, whether a renter or an owner (if living in the house and using the utility) should be responsible for himself/herself — this is in the best interests of the individual for their own growth and health as well as for justice in the society. The goal of government in a society should be to help each person become a mature adult. The Ontario Municipal Act is a problematic intrusion of government into people’s private lives. For example, based on this new act the city of Waterloo has started a new licensing system in which a homeowner has to register their house with the city and have a city licence to rent their house even if they go on Sabbatical! — the cost of this licensing is over $1000.

    That’s totally disgusting…a blatant cash grab. That’s like, say, 1 month’s rent, about 8% gross income–much bigger % of net income. Is that annually?

    It is annual. I’m guessing rents are going up in Waterloo!
